There are also a number of private lotteries that sell scratch-off cards with a variety of prizes, including free vacations and sports team drafts.<\/p>\n
Lotteries can be a way for governments to fund a wide array of services without raising taxes on the middle class and working class. However, they are often viewed as a form of hidden taxation that is regressive, with the poor and the middle class paying disproportionately more to support a lottery system that benefits the rich.
